United Nations Charter Articles 7, 26, 33, 57, 63 (Section 2) and 97, authorize the creation of a new United Nations Undersecretary General for Nutrition whose purpose is to protect the health of all nations. An oversight position is created in the Secretariat, with specific instructive, injunctive, protective, and interdictive powers, including the power to prosecute punitive and exemplary suits in international courts to recover damages for harm done to health in member states.

Commentary: The General Assembly must recognize that there must be henceforth a cessation of all manufacturing of and addition to foods of carcinogens, neurotoxins, mercurial fungicides used in the international transport of coffee beans, bovine growth hormones, pesticides, herbicides, alcoholic beverages, tobacco, cottonseed oil (because of the neurotoxicity of the chemicals added to growing cotton), steroids, chemicals fed to chickens to accelerate the frequency of their egg laying, bleach used to whiten flour and sugar, "anti-caking agents" like sodium silicoaluminate added to flour, chemicals added to color and preserve meat, artificial sweeteners, hundreds of manufactured food products containing aspartame (also called NutraSweet, a neurotoxin and carcinogen which is assimilated as methanol then formaldehyde, forming formaldehyde plaques in the brain and kidneys, the formaldehyde also binding to DNA, causing severe biochemical consequences, and all of its derivative compounds including neotame, an aspartame derivative that is 8000 times as sweet as sugar which can be used in small enough quantities that it doesn't have to be labeled), methyl bromide, calcium propionate, Senomyx (this is an excellent example: the patent for Senomyx was obtained in September 2004 and it is an additive which mimics the taste of salt, sugar, and other chemicals, tricks the sense buds into the appearance of a salty or sugary taste, so that the manufacturer can save a few pennies; little is known about Senomyx's biochemical and metabolic pathways, and contracts have been signed to use it, so that the manufacturer can save a few pennies per item), malathion, parathion, dieldrin, food colorings, sodium erythorbate, BHA, BHT, TBHQ, sulfides and sulfates added to dried fruits, and foods irradiated with radioactive strontium and cesium, just to name a few.

The Undersecretary General will have injunctive powers necessary to order any person or corporation in all nations to stop manufacturing foods and additives to food that are determined to be deleterious and harmful. The Undersecretary General will name more harmful compounds as they are invented, developed, and marketed by multinational corporations.

The USA tobacco suits, which resulted in judgments of $235 Billion.

Similarly, suits will be prosecuted in international courts against those multinational corporations that knowingly add toxic substances to manufactured food products. These corporations obtained approval through the manipulation and coercion of regulatory agencies, whose approval processes have been subverted by the industries they are intended to regulate and oversee.

This became an international problem when, for example, G.D. Searle, the patent holder for Aspartame, told heads of state, health ministers, food and agriculture ministers, and equivalents of the Commissioner of the United States Food and Drug Administration in many nations, that aspartame/methanol/formaldehyede had obtained FDA approval and that ostensibly the USA's approval process was the strictest in the world. Donald Rumsfeld in 1981, as Chairman of G.D. Searle obtained approval for Aspartame/Methanol/Formaldehyde from the United States Food and Drug Administration. Rumsfeld recommended Arthur Hull Hayes to be appointed by Ronald Reagan as FDA Commissioner in a prearranged deal to overrule 16 years of FDA having turned down the approval for Aspartame.

Sick From Aspartame? Meet Donald Rumsfeld

This 1981 regulatory coup and fiat by Donald Rumsfeld has cursed several billion people since then with neurodegenerative illnesses and cancer, resulting from their unknowing ingestion of methanol and formaldehyde. The intent of this United Nations Resolution is to correct the effects of Rumsfeld's coup and to prevent further harm and damage to humanity from Aspartame/methanol/formaldehyde added to food products and to pharmaceuticals.

The international transport of thousands of harmful compounds is almost completely ignored. Because they have been lied to about the effects of these harmful additives and processes, the World Trade Organization, Consumer Protection divisions at state and national levels, and almost all governments permit the international transport of these harmful substances. It is vital to develop methods of protection more effective than has been evidently possible through the World Health Organization and the United Nations Food and Agriculture Organization, although both of these organizations would be instrumental in implementing the improvements in global nutritional standards that are long overdue.

The Ajinomoto Corporation of Japan, with factories in Japan, France, and Augusta, Georgia, is the world's largest manufacturer of Aspartame, and another proven brain toxin: Monosodium Glutamate, which was isolated at the Imperial University of Tokyo in 1908 by a chemist, Dr. Kikunae Ikeda. It is used throughout the world as a "taste" enhancer. MSG is an extremely harmful product that causes headaches, asthma, epilepsy, cardiac arrhythmia, depression, rage reactions, the so-called "hyperactive attention deficit disorder" and other ailments described by Dr. George Schwartz (Toxicology, Emergency Medicine, and Flight Surgery) in his book, In Bad Taste, the MSG Syndrome. Dr. Schwartz is the Editor of Principles and Practices of Emergency Medicine, the foremost textbook used in USA Medical Schools.

In 1933, Japanese cooks were using over ten million pounds of this taste enhancer every year. During World War II, the Japanese government added MSG to their soldier's rations. American soldiers, having obtained some of the rations from their Japanese prisoners, returned with stories of "delicious tasting military food." This led to an "investigation" by the American military. In 1948, a meeting was held by the Quartermaster of the Armed Forces, in conjunction with most of the major food-manufacturing giants in the United States at the Stevens Hotel in Chicago, including Pillsbury, Oscar Mayer, Libby, Stokely, Campbell Soups, Continental, General Foods, and Borden's.

Today, MSG is added to most soups, chips, fast foods, frozen foods, ready- made dinners, "diet" foods and many canned foods in the USA.

One of the favorite euphemisms for MSG in the food industries is "hydrolyzed vegetable proteins." The manufacturing process involves first boiling vegetables in sulfuric acid for several hours, then neutralizing the acid with a caustic soda (an alkalizing agent often used to make soap), and then drying the resultant brown sludge, which is then desiccated into a fine brown powder. Additional MSG may be added as well to this. The result is marketed as "hydrolyzed vegetable protein." When particular amino acids are combined with the basic "hydrolyzed vegetable protein," they can bring out a "beefy" taste, which makes it "useful," according to the above mentioned food manufacturers, in barbecue sauces and fast foods. When these chemicals combine with the amino acids in meats sold in fast food restaurants in the United States that have branched into most of the nations of the world, nitrous amines are produced, and many toxic symptoms like headaches are the result.

Analyses of this "taste enhancing" substance reveal three powerful brain cell toxins: aspartic acid, glutamate, and cystic acid, and several known carcinogens. The United States Food and Drug Administration does not even care about the amount of carcinogens allowed in "hydrolyzed vegetable protein," nor the amount of "hydrolyzed vegetable protein" allowed to be added to food products. The fact that the United States Food and Drug Administration allows this, again, becomes an egregious international legal problem because the multinational corporations producing all of this carefully calculated genocidal biochemical mayhem are then able to obtain approval from regulatory authorities in less developed nations. How? Because the USA FDA gave its approval for a particular product, and the corporation then states: because the USA's approval process is ostensibly the most stringent in the world, and other such prevaricating lies and harmful manipulation of the regulatory processes, they obtain approval in other nations for yet another harmful product, which they then pour into the diets of poorer nations, indigenous peoples, and impoverished people in all nations, causing more harm to them than to affluent people in affluent nations who are able to buy "organic" food at higher prices, and thus able to pay a higher premium for not being poisoned.

Many children in the USA suffer from the effects of the junk food, carcinogens and neurotoxins that their parents are so under informed about, with their naïve trust in the most corrupted of all American agencies, the Food and Drug Administration. They are then administered Ritalin in the schools, many against their will and against the will of their parents. Ritalin and related drugs like Concerta are amphetamines. This is another compounded egregious error, which could be easily corrected by simply removing the toxic substances that cause the so-called disorder. Schools in every nation would do well to hire a national nutritionist for the school systems, to coordinate Nutrition Education, distribute a questionnaire to every elementary school and high school student in each nation to determine whether each young person has excellent, average, or failing nutrition. This questionnaire could be used to track the development of the student and result in a prognosis of ailments and illnesses they would face in later life.

The Undersecretary General for Nutrition could oversee the eventual creations of a branch in the foremost medical school of each nation focused on the related subjects of Nutrition, Longevity, Preventive Immunology, Genetics, and Preventive Medicine, to prepare programs for Educational Television to produce a series of documentaries on Nutrition and Pregnant Women, Infants, Youth, Adults, and the Elderly, and on how poor nutrition contributes to the cycles of poverty, alcoholism, dysfunctional youths, dropouts from school systems, too many people in the correctional systems, as well as coordinate nutrition-related research studies in all of the major medical schools on carcinogens and neurotoxins.

The extensive powers accorded by the General Assembly to the Undersecretary General for Nutrition will result in real remedies, including the interdiction of the manufacture of toxic substances, and by prosecuting compensatory and punitive lawsuits to recover the damages that have been afflicted to those less fortunate in every nation, as well as to prevent further such damages.

In the meantime, it would be very easy for all nations to stop all imports of this magnitude of toxicity, starting with products made by:

Ajinomoto of Japan, which produces Aspartame and Monosodium Glutamate, and recently has seen a vast increase of the export of its products throughout Asia, Europe, and the Americas, with the same effects on the Health of unsuspecting nations: headaches, asthma, epilepsy, cardiac arrhythmia, depression, rage reactions, and the so-called attention deficit disorder syndrome.

Monsanto which has produced pesticides like DDT, Agent Orange, and other poisons of incontrovertible harm, including, but not limited to Aspartame, Bovine Growth Hormones, and most recently genetically altered seeds, which requires the farmer to come back to Monsanto each year to buy new seeds. This subverts and destroys agricultural systems that have taken six thousand years to evolve, as a result of Monsanto Genetics, including the Terminator Gene, which suppresses the normal genetic processes of replication. This process was granted a USA patent to Monsanto.

Former USA Attorney General John Ashcroft received large campaign contributions from the Monsanto Corporation when he was the United States Senator from Missouri. USA Supreme Court Justice Clarence Thomas employed by the Monsanto Corporation from 1977 to 1979. George Bush I nominated him to the Supreme Court in 1991.

Coca-Cola, Pepsi-Cola, Mecca-Cola, and other "soft drink" corporations. The prime ingredient after sugar and water is phosphoric acid. What is phosphoric acid's main use industrially? It is used to oxidize untreated steel so that it can be painted, and is also used as a toilet bowl cleaner. The effects of phosphoric acid on DNA and its ancillary uses as toilet bowl cleaner and as an oxidizing agent on raw steel should be labeled on the side of each can, or preferably simply prohibited by a decree from those heads of state who are concerned about the Health of their nation.

Mix phosphoric acid with aspartic acid, phenylalanine, methanol, another brain tumor causing agent called diketopiperazine, which then react with the aluminum in the can, and add in the other ingredients still held secret as proprietary by the manufacturer, and what does the manufacturer call this ghastly concoction as it floods your mitochondria and your DNA with destruction, later to result in Alzheimer's, Lou Gehrig's Disease, and others?

That would be a DIET COKE!

McDonald's, Burger King, Frito Lay (owned by Pepsi Cola), Kentucky Fried Chicken (a division of Yum Brands), Wendy's International; Lance, which makes Cape Cod potato chips; H.J. Heinz, which produces Ore-Ida Frozen Potato products, the potato chip company Kettle Foods; and Procter and Gamble, which sells Pringles. These companies have resisted efforts by California Attorney General William Lockyer to require that they label each bag of French Fries with this label: This product contains a chemical known by the State of California to cause cancer. Such a label is warranted because when potato starch is heated to 425 degrees, it turns into acrylamide, a proven carcinogen. The FDA commissioner, Lester B. Crawford, who objected to this labeling, was forced to resign.

Heads of State would be well advised to examine the United States Court of Appeals Fifth District decision in Moss vs. Merck, so that their nations could also sue the vaccine manufacturers. This is the subject of a monstrous draconian bill by United States Senator Burr cosigned by Majority Leader Dr. William Frist, Cardiologist. This is Senate Bill 1873, clearly the vaccine manufacturers' response to Moss vs. Merck. It would completely absolve vaccine manufacturers of all fiscal responsibility for their genocide.

This bill would allocate $7 billion to a new Federal Agency that would be as "secret" as the Central Intelligence Agency. The bill would fund inoculation of 25% of the USA public with vaccines that the victims would not be able to even ask the contents of under the Freedom of Information Act, a total of 90 million Americans at about $18 each, all to be injected with the as yet completely unproven Tamiflu vaccine, manufactured by the Gilead Corporation. Donald Rumsfeld is a major stockholder in that corporation, according to Forbes Magazine, with an investment of about $25 million.

Rumsfeld has recognized for 30 years how much profit is possible with these carefully perpetrated scares of influenza epidemics. Recall the "Swine Flu"

scare in the 1970's, when one person at a military base in Virginia died of swine flu, and Rumsfeld announced that he wanted to vaccinate "every man, woman, and child" in America. 52 people died of the vaccine, but no one died from the "Swine Flu."

The Undersecretary General for Nutrition could be funded from private foundations, voluntary grants from member states, and proceeds from exemplary and punitive damage suits in national and international courts to recover the costs of health care in two initial realms:

Tobacco as a cause of emphysema, heart disease, and lung cancer, comparable to the 50 States Attorneys General suits which resulted in judgments of $235 billion.

Aspartame as a cause of neurodegenerative illnesses including multiple sclerosis, Lou Gehrig's Disease, Alzheimers, and so on, all of which are documented in detail in West Palm Beach Florida physician H.J. Knocked over the regulatory board, the Environmental Improvement Board, which has the statutory power to ban poisonous and deleterious food additives, causing it to postpone hearings for 11 months; lobbying the Governor into inaction, and successfully tabling the most consumer protective bill in New Mexico History.

I cannot accept the possibility that Attorney General Madrid thinks that championing the need to sue and prosecute corporate powers producing Aspartame/Methanol/Formaldehyde and adding it to 6000 food products and 600 children's pharmaceutical products will result in corporate campaign contributions to her opponent for USA Congress, Heather Wilson, the incumbent from Albuquerque.

I have communicated numerous medical and legal documents to Patricia Madrid and to Stuart Bluestone for the last 7 years about aspartame's effects, presented a petition to her and Governor Richardson with 2700 New Mexican's signatures asking that aspartame be removed henceforth from sale in New Mexico. I am coordinating suits against Aspartame manufacturers with Attorneys General Spitzer of New York, William Lockyer of California, William Sorrell of Vermont, W. Drew Edmondson of Oklahoma, Lisa Madigan of Illinois, Terry Goddard of Arizona, Richard Blumenthal of Connecticut, Hardy Myers of Oregon, and Patrick Lynch of Rhode Island.

The response from the Attorney General of New Mexico has been silence.

Fortunately for New Mexico, the statute giving the Governor the prerogative to make that determination to issue an Executive Order Declaring a Public Health Emergency is quite clear. He consulted with the New Mexico Secretary of Health who still drinks Diet Cokes, and replied to me that aspartame/methanol/formaldehyde poisoining affecting 70% of the people of New Mexico from their consumption of "diet" beverages did not constitute the same kind of emergency as a toxic waste spill, failing to comprehend that aspartame/formaldehyde poisoining as it affects 1 billion people worldwide is a much worse epidemiological disaster and catastrophe resultant from toxic compounds being dumped into hundreds of nations food channels.

This is the same New Mexico Secretary of Health who also allowed her contract pediatrician minions to eviscerate the Thimerosal/Mercury Ban Bill for New Mexico, which Governor Richardson, Pediatrician Ken Stoller, and I sketched out on December 23, 2005, to be stronger than the law to ban Thimerosal/Mercury in California, Illinois, New York, Missouri, Iowa, and Delaware.

This needs to be achieved in 2006, which William Blaine Richardson III titled the Year of the Child in New Mexico, and it necessitates the Special Legislative Session he is about to call for, since nothing of any substantive Health or Consumer Protection new statutes were accomplished whatsoever in the New Mexico Legislature's session which just finished.

Senate President Pro Tempore Ben Altamirano's Nutrition Council Bill (Senate Bill 250), Senator Ortiz y Pino's Bill to Ban Aspartame with the $100,000 appropriation to the Attorney General to enforce the Ban (Senate Bill 654), Republican Minority Leader Stuart Ingle's Ethics Bill (Senate Bill 23), Senator Nancy Rodriguez's Bill to end the Barbaric Practice of Drugging New Mexico School Children (Senate Bill 737) titled School District Prescription Drug Policies, and Representative Rhonda King's Bill (House Bill 217) on not injecting New Mexico Children with mercury for those under 8 years of age

9 years old or older? Forget it! You get injected with one of the most deadly neurotoxins in the world, Mercury! The reason seems to be primarily the payments made by the USA Center for Disease Control in Atlanta, which insists on only paying for vaccines that have mercury, knowing fully well of its neurotoxic properties.

CLEARLY, EVERY HEAD OF STATE IN THE WORLD SHOULD IMMEDIATELY AND PERMANENTLY CEASE HENCEFORTH ANY IMPORT OF ANY VACCINE MADE IN THE UNITED STATES! 196 NATIONS, AND PARTICULARLY THE INDIGENOUS PEOPLES OF THE WORLD, WILL BENEFIT FROM RESOLUTIONS AND COOPERATION FROM EVERY HEAD OF STATE TO BRING ABOUT A NEW ERA OF CONSUMER PROTECTION IN THE 2006 UNITED NATIONS GENERAL ASSEMBLY.

Native Americans suffer from Diabetes because they buy the worst possible processed food at "convenience" stores strategically placed around their reservations and pueblos, much like leeches were used in medicine hundreds of years ago, in order to sell Native Americans as much neurotoxic and carcinogenic poison as possible, a very calculated genocidal effort, and because they are given "commodities" from the United States Department of Agriculture Commodity Program: for example: blocks of simulated Velveeta "cheese" preserved with BHT, BHA, TBHQ, and other compounds related to embalming fluid, as well as two year old cans of Peanut Butter with lots of aflatotoxins to cause illnesses among the American Indians.

Times haven't really changed very much from the days of General George Armstrong Custer or the efforts to wipe out the Mandans and Arikaras in the winter by giving them smallpox infested blankets, an idea by “Lord” Amherst, specially prepared in order to kill them, the original inhabitants of this continent.

Similarly, the United Nations must put an end to programs to "feed" refugees and displaced persons with manufactured food containing pesticides, additives, and other harmful chemicals like aspartame/methanol/formaldehyde.

The multinational corporations that profit from such malfeasance thus obfuscate vitiate and trample upon the inspired hopes of the United Nations Charter signators to feed starving peoples who are innocent of any wrong doing except having been caught in the backlash of corporate wars and invasions of their nations by the only superpower doing such invasions in 2006, the United States of America.
